Yes, if you text from a local 10 digit number for business. Phone carriers require A2P 10DLC registration, and texts from numbers that are not registered get filtered or charged extra fees. It is a carrier rule, separate from the TCPA.
The steps: register your brand with your legal name and EIN, register a campaign with sample messages and your opt in and opt out words, pass vetting, then wait for carrier approval.
